Repealing cannabis prohibition in the United States requires us to acknowledge two things:
- A major body of law must be changed all at once; and
- Some states may be ready to incorporate Federal cannabis legislation into the framework of their political and civil life, while others may not.
History favors public policies designed to allow communities to choose how to regulate drugs, alcohol and cannabis. Such choices are matters of empathy and temperance. As such, they are aspects of humanity, that differ from place to place.
